Scenario

County Scenario

County will exercise a Level 3 Respource net using the RACES Mutual Aid Request Form (MAR). Cities are asked to send several RACES Mutual Aid Requests to the county that are realistic for the scenario. Additionally, cites are asked to release any members that are not needed for other activities so they can practice a Level 3 Resource Net.

If cities are not involved in their own event, members of that cities team can participate as a simulated responder. You will check into a Level 3 Resource Net; if given a simulated assignment you will maintain contact with the Resource Net while simualating traveling to that assignment from the comfort of your home. There will be no actual travel for the simulated resp0nders.

Additional City Participation and Scenario

Cities can also conduct other activities within their jurisdiction. Each jurisdiction will devise a scenario that best serves its local needs. The county EOC plays a supporting and coordinating role, requesting status and receiving reports from each jurisdiction. For ideas and minimum criteria, see the Drill Instructions for ECs

Each city should create an event in the Activities Database so their members can sign-up for your event and receive credit for participation.

Exercise Documents

Purpose

• Practice use of the RACES Mutual Aid Request Form.
• Practice use of Resource Net Level 3 - Assignment and tracking of resources
• Practice intra-city communications for local data gathering and reporting.
• Practice city to county communications for consolidated info exchanged with the county EOC.

Schedule

Drill Operational Period:  10:00 - 12:00

SCCo EOC Participant Schedule: 

There will NOT be a Resource Net for travel to the EOC, start your ICS-214 when you leave home.

• 09:00 - Briefing (Be sure to arrive earlier to account for parking, getting into the building, and checking in)
• 09:15 - Station setup and familiarization
• 09:30 - Packet Net open for RACES Mutual Aid Request from cities/agencies. Resource Net open for Simulated repsonders who have been released by their city to check in.
• 10:00 - 12:00 - Drill Activities - Message Net, Command Net, and EOC-EOC Net open
• 12:00 - 13:00 - Clean-up and Debrief

County EOC Access

If you have a MAC badge wear it. To gain access to the EOC, ring the bell outside to the left side of the double glass doors. A Sheriff’s Deputy will buzz you in. Proceed to the window on the left side of the lobby and check-in with the Desk Officer. Your name will be on a list. You will be buzzed (a click more than a buzz) into the elevator lobby to your right. Take the elevator to the 4th floor, exit the elevator to the left and proceed to the EOC. Sign-in on the ICS-211 at the desk and then proceed right down the hallway to the Radio Room.
