Scenario

The County Office of Emergency Management (OEM) will be conducting a 5-day exercise during the week of June 9th thru 13th, 2025. RACES will be involved on the first three days; Monday, Tuesday, and Wednesday. Different activities will be taking place each day.

Purpose

Purpose

  • Provide experience for OA EOC staff and OA Partners to exercise and experience the various roles in an EOC activation.
  • Practice city/agency/department to county EOC communications to provided Situational Awareness and Continuity of Operations Planning.
  • Provide experience for both RACES staff and EOC staff to work together in a realistic environment and scenario.
  • Activate hospitals in the county to exercise communcations in a telephone/Internet down scenario.

Drill Operational Period:  09:00 - 12:00

  • 07:00 - Resource Net Level 3 Opens for travel to assignment
  • 07:10 - 08:00 Sim Cell provides Mike-Mike reports to Level 1 Resource Net
  • 08:20 - Resource Net Level 3 closed.
  • 08:30 - Briefing for staff at EOC
  • 08:50 - Resource Net at EOC collects Mike-Mike summary from remote Net Control operator
  • 09:00 - Hospitals staffed and operational
  • 09:00 - Exercise begins
  • 11:00 - Hospitals end of exercise
  • 12:00 - EOC end of exercise
  • 12:00 - Hotwash at EOC with lunch

General for Everyone traveling

You should use the Resource Net for travel if you have a County DSW. Travel for exercises is not covered under DSW rules but it is always a good idea to use the Resource Net for practice.

Sim Cell Field Operators 07:10 - 08:00

You will be working from home providing Mike-Mike reports as simulated operators in various cities. A list of your reports will be provided to you along with additional instructions. You will be using the Message Net for these reports. Once all your Mike-Mike-Reports are complete you will be finished. This might be sooner than 08:00 if things run well.

Hospital Operators

You will be providing communciatons support for the hospitals. For this exercise N6NFI is considered NOT operational. You will use the Message Net for voice communications and the Packet Net for forms based message traffic. Message traffic should be addressed per the Recommended Form Routing Sheet.

You need to be on-site, with the radio operational, no later than 09:00. The exercise will end at 11:00 after which hospital operators are welcome to come to the County ECO for the Hotwash and lunch at 1200 (RSVP was required by Monday June 2nd).

Using your HT you will send simulated 3rd Party message forms and operator-to-operate message traffic. Briefing at 08:30.

Nets to be used:

  • Resource Net — Will be used for Level 3 Resource Net until 08:20.
  • Message Net — Will be used for Level 1 Resource Net until 08:00.
  • Message Net — will be used for all EOC voice communications including Hospitals from 09:00 until 12:00
  • Packet Net
  • Command Net

County EOC Access

County EOC Access

If you have a MAC badge wear it. To gain access to the EOC enter the Sheriff’s Office lobby and proceed to the window on the left side of the lobby. A Sheriff’s Deputy will check your name against a list and buzz you (a click more than a buzz) into the elevator lobby to your right. Take the elevator to the 4th floor, exit the elevator to the left and enter the EOC. Sign-in as directed by the EOC staff and fill out a T-card. If needed get a parking pass, return outside and place it on your vehicle. Once checked in report to the Radio Room for further instructions unless instructed otherwise.

NOTE: The check in desk may be in the 1st floor lobby or the 4th floor elevator lobby. It should be obvious.
