Background
The ADEC/DCRO is a member of the Santa Clara County ARES/RACES leadership team. He or she reports to the DEC/CRO and works as a team with the other ADECs/DCROs to support the goals and objectives of the organization. Assists the DEC/CRO in working on emergency communications projects in supoort of cities, agencies, and the County Office of Emergency Management (OEM).
Requirements
The ADEC/DCRO is expected to:
- Hold a County DSW and a MAC Endorsement (Background Check). This is a requirement of County OEM.
- Holds several advanced (Type 2 and Type 1) Credentials and Endorsements within the County Credentialing Program and continues to work on earning additional credentials and endorsements. Supports and encourages others to develop their skills and knowledge by earning credntials.
- Has or will earn the RUL Endorsement to be able to act as the supervisor for various drills and other events.
- If eligible will become part of the Credential Evaluator pool.
- If eligible will become a course instructor or backup instructor.
- Become trained/certified as an AlertSCC Notifier.
- Indicate that the County of Santa Clara is the primary agency upon which they would respond when called.

Duties and Expectations
- May serve as a general assistant to the DEC/CRO or as a specialist. That is, they may assist with general leadership matters as the DEC/CRO’S alternate, or may be assigned to handle a specific important function that does not fall within the scope of the duties of the other assistants. A designated ADEC/DCRO will act as the DEC/CRO in his or her absence as needed to maintain continuity of leadership when the DEC/CRO is unavailable, or if a 24-hour activity requires multiple shifts.
- Takes an active role in county events to include training classes, drills/exercises, and activations becoming a visable presence of ARES/RACES leadership.
- Works with the DEC/CRO to help develop other radio opeators to function as the RUL in the County EOC by encouraging and assisting them to earn the ERO and RUL Endorsements.
- Helps review and maintain documentation, manuals, and proedures.
- Regularly attends EC Council and ADEC meetings.
