The scenario is a major disaster where multiple CERT teams around the city are collecting damage assessments that needs to be transmitted to the EOC. To manage the expected message load multiple packet stations are established around the city. A voice operator co-located with each packet station will receive and collect damage assessment information from voice operators assigned to CERT teams in the local area. This information is aggregated and filtered and a summary reports are transmitted via packet to the EOC.
Some operators will check in to county nets and provide information to the county as requested.
